Demand Response Experience in Europe

This paper examines the results of demand response (DR) implementation throughout the European Union, focusing on the factors that have either aided development of DR or acted as barriers. The report estimates the overall potential for DR in the European Union, as well as within several constituent nations. The DR implementation in three countries, the United Kingdom, Italy, and Spain, serve as case studies to help determine why coordinated DR policies have been slow to emerge.
