This paper presents policy options under the structure of an Industrial Standards Framework that are designed to promote the organizational culture change needed for industrial energy efficiency to be both realized and sustained over time. The report stresses the need for policies that financially incentivize technologies, while helping to alter corporate culture, so that policies will have maximum market impact. The findings are based mostly on case studies and show opportunities for cost-effective energy reduction on the order of around 20 per cent.
