This report assesses energy efficiency policies and programmes in both new and existing buildings in the 25 European Union (EU) member states, as well as Norway and Switzerland. Promoting energy efficiency in buildings in the EU gained prominence with the adoption of the Directive on Energy Performance of Buildings in 2002, which builds on the policy framework that has been evolving since the early 1990s. If these measures live up to their expectations, they will contribute significantly to the community’s energy policy objectives and commitments to climate change obligations.
