This paper provides an overview of flexibility challenges for power system, and the authors discuss approaches to both assessing and providing additional flexibility in power systems. The paper focuses on both the operational and planning time frames, and it discusses flexibility resources from conventional generation, variable generation, demand-side resources and storage. The authors also discusses the role of institutional change and market design in unlocking existing flexibility resources that may otherwise be inaccessible.
